Context Engineering for Regulated Enterprises: What Gartner's 2026 Research Says About the Enterprise Context Layer

Context engineering is the practice of deciding what an AI system knows, from which sources and under which permissions. Gartner's 2026 research says enterprise AI fails on missing context more than on models, and describes the enterprise context layer as a control plane for agents. Regulated firms should build it now.

Context engineering is the practice of deciding what an AI system knows, from which sources and under which permissions. Gartner's 2026 research makes the case that enterprise AI fails on missing context more often than on models. For regulated firms, that makes the enterprise context layer (what the AI can see, who is allowed to see it, and where each answer came from) the thing to build now.

What is context engineering?

Context engineering is the practice of deciding what information an AI system receives, from which sources, under which permissions and business definitions, and in what form. Prompt engineering shapes how you ask. Context engineering shapes what the model knows when it answers. In an enterprise, that second question is where accuracy, cost and compliance are decided.

Where did Gartner place context and governance in 2026?

Atlan's reading of ten of Gartner's 2026 Hype Cycles puts the relevant technologies in a clear sequence (Atlan):

  • Innovation Trigger: context graphs and data contracts
  • Near the Peak: Model Context Protocol (MCP), context engineering and AI governance
  • Trough: governance platforms
  • Slope of Enlightenment: metadata management and knowledge graphs

Context graphs entered the 2026 cycles as a new profile, appearing in six of them with very low current adoption and a high benefit rating, according to the same analysis.

Gartner also published its first Hype Cycle dedicated to AI governance in 2026, covering 32 innovations (Software Strategies Blog).

What is Gartner actually saying about context?

The thread running through these cycles is that AI failures increasingly trace back to poor grounding and unmanaged knowledge, not to the model itself. Gartner groups context engineering, context graphs, AI gateways and related tools as the enabling technologies for that problem (TrueFoundry summary).

Gartner made the same argument directly in a September 2026 webinar, Why Enterprise AI Success Depends on Context Engineering, presented by Sr Director Analyst Christopher Long. The session attributes inconsistent outputs, unpredictable agent behavior and high token costs to missing organizational knowledge, policies and business logic rather than to the limits of foundation models. It describes an enterprise context layer that acts as a control plane for agentic systems, connecting static enterprise data to dynamic AI execution, and it puts semantic models, ontologies, conformed business metrics and captured institutional knowledge at the center of reliable AI reasoning.

Put plainly: a well-governed model reading badly governed context still produces badly governed answers.

What is an enterprise context layer?

An enterprise context layer is the governed layer between an organization's data and its AI systems. It decides what an AI system knows in a given situation: which sources it can draw on, which business definitions and policies apply, which permissions limit what a given user may see, and where each answer came from. Unlike a data warehouse, it is situational. The right context for a loan officer answering a customer is different from the right context for an analyst running a report, even when both touch the same data.

In the bank Glean pilot described in our Glean implementation guide, the context layer spanned HR, IT service management, shared documents and the intranet. Each source had its own owner and its own permission model, and the work of making them consistent was the work of building the context layer.

What is the difference between a context graph and a knowledge graph?

A knowledge graph models entities and how they relate. A context graph adds what an AI system needs to use that knowledge safely: time, provenance, permissions and the trace of decisions made with it. Knowledge graphs tell you what is true. Context graphs tell you what is true for this user, at this moment, from which source, and whether they are allowed to see it.

For a bank, that last part is the whole game.

Why does it matter that governance platforms are in the trough?

The trough is where buyers stop asking "which tool?" and start asking "what operating model?" Gartner's 2026 AI Leaders Effectiveness Survey found that only 34% of organizations have well-defined AI governance structures and policies (Software Strategies Blog). Gartner also reports that organizations that deploy AI governance platforms are more than three times as effective in their governance programs (TrueFoundry summary).

Both things are true at once. Platforms help, and most organizations have not built the structure for a platform to help with. Tools in the trough get bought by teams that already know what they are governing.

What should a regulated firm do in the next two quarters?

  1. Inventory your context. List the sources your AI tools can read today, who owns each one, and whether its permissions are trustworthy.
  2. Govern access, not just models. Put MCP servers and AI connectors behind your existing security controls, such as an enterprise MCP gateway, before agents multiply.
  3. Make provenance mandatory. Every AI answer that reaches an employee or customer should carry its source.
  4. Test with a golden dataset. A fixed set of questions with known answers and known sources, run before launch and after every change.
  5. Extend governance to what users see. If AI shapes the interface a customer sees, govern and record that too. This is the gap a Verifiable Experience Platform closes.

Where does HRTG fit?

HRTG helps banks, insurers and public agencies turn scattered knowledge into governed AI context. We deploy Glean as a member of the Glean Partner Network (what that involves in a bank), and we build RISE, a Verifiable Experience Platform for the interfaces that AI and developers put in front of customers.

FAQ

What is the difference between context engineering and prompt engineering? Prompt engineering shapes how a question is asked. Context engineering decides what the model knows when it answers: sources, permissions, definitions and provenance. Gartner placed context engineering near the Peak of Inflated Expectations in 2026.

What is an enterprise context layer? The governed layer between enterprise data and AI systems that decides what an AI knows in a given situation: sources, business definitions, policies, permissions and provenance. Gartner describes it as a control plane for agentic systems.

What is a context graph? A graph that adds time, provenance, permissions and decision history to entity and relationship data so AI systems can use it safely. Gartner added context graphs to its 2026 Hype Cycles as a new, early-stage profile.
